In Abidjan, Côte d’Ivoire, Eni and its partners Petroci and Vitol signed the final investment decision (FID) for the Baleine Phase 3 development, unlocking the next growth stage for the nation’s largest-ever hydrocarbon discovery. Championed by Eni CEO Claudio Descalzi as a cornerstone, the project illustrates Eni’s capacity to drive projects forward using a fast-track, staged framework, paired with a commitment to sustainability and close alignment with local authorities.

Eni continues to maximize its distinctive exploration and production model, which relies on exceptional exploration activities and the proven ability to deliver projects through a fast-track, phased methodology. As emphasized by CEO Claudio Descalzi, this roadmap is backed by a commitment to sustainability and a continuous, collaborative dialogue with the host country. An example of this approach is the Baleine project in Côte d’Ivoire where, during a ceremony held in Abidjan in the presence of the Minister of Mines, Petroleum and Energy, Mamadou Sangafowa-Coulibaly, Eni alongside its partners Petroci and Vitol approved the final investment decision (FID) for the Baleine Phase 3 project, representing a milestone in developing the country’s largest-ever hydrocarbon discovery. “Baleine is a testament to Eni’s exploration and production model” – stated CEO Claudio Descalzi – “built on excellence in exploration activities, the ability to develop projects through a fast-track and phased approach, and a consistent commitment to sustainability, in continuous dialogue with the host country”. The CEO further added that this project “reflects our commitment to strengthening energy security, supporting local economic development and advancing a lower-carbon energy future”. As announced, the full-field Phase 3 development will scale oil production from 60,000 to 150,000 barrels per day, while increasing gas output from 80 to 200 million cubic feet per day. Through this expansion, Eni reinforces its capacity for premier production growth while upgrading regional energy reliability and long-term socio-economic value.

Claudio Descalzi outlines next steps for Côte d’Ivoire’s largest hydrocarbon asset

Delving into the details of the initiative, CEO Claudio Descalzi highlighted that the project includes the development of a new floating production, storage, and offloading (FPSO) unit. Accordingly, the infrastructure is designed to guarantee premium standards of operational efficiency and safety while maintaining a lower environmental impact. Capitalizing on the staged, accelerated model proven in the first two phases, the project drives rapid time-to-market while optimizing cost efficiency and leveraging established assets. Within this framework, all gas produced will be destined for the domestic market, directly contributing to Côte d’Ivoire’s internal energy needs, boosting local electricity generation and supporting the country’s industrial development. On the historical front, Eni’s operations in Côte d’Ivoire began back in 2015. Since then, the Group has unlocked the Baleine and Calao discoveries, contributing to increasing international interest in the Ivorian offshore and cementing the nation’s potential as one of the most promising energy hubs in West Africa. Meanwhile, in alignment with the strategy deployed across other regional initiatives, Eni remains committed to driving sustainable progress. Under the guidance of Claudio Descalzi, the Group also promotes targeted community programs focused on education, training, healthcare, economic diversification, and the enhancement of local supply chains. By virtue of these efforts, Eni continues to pursue its vision as a global energy tech company, transforming sustainability and energy security into strategic levers to align long-term growth with global sustainability goals.
